The Russian government has transferred the powers for aircraft design, engines, propellers and airfields certification from Moscow-based Interstate Aviation Committee (IAC) to other authorities. According to a government statement, these agencies include the Ministry of Transport, Ministry of Industry and Trade and Federal Air Transport Agency, Rosaviatsia, although the new scheme is not yet clear.

IAC was launched in 1991 by several countries: Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Uzbekistan, Ukraine. The Committee was responsible for certification and incidents investigation.

Since its launch, IAC has been headed by Tatiana Anodina, mother of Transaero founder Alexander Pleshakov.

The reason for the decision has not been officially explained, but it might be connected with IAC’s decision to recall the Boeing 737 type certificate in Russia Nov. 5.
